Career Development
Contracting Career Program: Introduction

The Contracting Career Program Office is part of the Acquisition Support Center, Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology). This Office manages the Army Contracting and Acquisition Career Program which provides a comprehensive career management framework for over 5000 contracting and acquisition professionals. The program is fully outlined in the Army Civilian Training, Education and Development System (ACTEDS) Plan.

Mission

The Contracting Career Program Office is responsible for managing and executing the Army Contracting and Acquisition Career Program functions on behalf of the Functional Chief (the Assistant Secretary of the Army for Acquisition, Logistics and Technology). This office develops, executes, and manages policies, procedures and programs to continually enhance the professionalism and quality of an empowered workforce.

ACTEDS Plan

The Army Civilian Training, Education and Development System (ACTEDS) is a Department of the Army Program providing civilian employees and supervisors with a road map for total career development from the GS-5 level through SES. The ACTEDS Plan facilitates individual career progression that is contingent on gaining required skills, knowledge and expertise through training, experience, education and self-development. Initially, emphasis is on mandatory training reinforced by job experience. As experience is gained, self-development, broadening and leadership training take precedence. Eventually, the relationship between training and experience results in an individual achieving a level of professional competence that makes him or her eligible for the Army Acquisition Corps and selection for key executive assignments.

The most recently approved version of the ACTEDS Plan is available on line at http://cpol.army.mil/library/train/acteds/CP_14/. While this is the most recent version approved by Army G1, Career Program members are advised that there are changes that need to be made which are not currently reflected. The most prominent difference is that when reviewing the Master Training Plan (MTP) and the Master Intern Training Plan (MITP) the course requirements at the various levels do not reflect current requirements. Until the ACTEDS Plan can be updated, supervisors and employees should refer to the DAU catalogue for course requirements for certification and IDPs should be consistent with the DAU catalogue requirements. Also, this plan does not reflect changes implemented in DAWIA II; these changes can be found in the National Defense Authorization Act For FY 2004, Public Law 108-136, on line at http://www.dau.mil/doddacm/dawia.asp. Despite the need for revisions to update the ACTEDS Plan the fundamental philosophy and directions in the plan remain valid.
