Student Loan Repayment Program

SLRP Application Process:

Log onto AAPDS via CAPPMIS and apply to the SLRP announcement at https://rda.altess.army.mil/camp/

Criteria:

1)      Army Acquisition Workforce Member

2)      Must hold a degree

3)      Must have a federally insured student loan

  1. How do I apply for SLRP?
    Everything is done online in CAPPMIS via AAPDS. The link to apply is https://rda.altess.army.mil/camp/index.cfm. Once you log into CAPPMIS, there is a tab at the top that says AAPDS. Click on that, then click apply, and then scroll down until you SLRP 2011. The right of that will have a blue link that says apply. You may then begin to fill out your application.
  2. What do I put for the Organizational Budget Information?
    The Organizational Budget information is the POC in your organization’s Resource Management Office; the person responsible for handling salaries in your organization. If you are approved, you will need to read the directions at the bottom for the RM and HR course of action.
  3. What dates do I put in the Civilian Service Agreement (CSA)?
    The date of the CSA starts on the date DFAS submits your payment to the lending institution through three years from that date. (October 1, 2011 – September 30, 2014) SLRP payments cannot be retroactive so the date must be in the future. We plan on having all of the MIPRs sent out by the middle of September so please put October 1, 2011 as the start date for your CSA. If this is the first year you will be accepted into SLRP, your CSA dates should be exactly what you see in the above parentheses. If you were approved for the first time in 2009 then the dates in your CSA should be the October 1, 2011 start date, but the end date will remain XX-XX-2012 according to your initial CSA. If you were approved for the first time in 2010, your CSA start date should read October 1, 2011 with the end date in XX-XX-2013 according to your initial CSA.
  4. What do I put for the Federal Tax ID?
    The Federal Tax ID number can be obtained from your lending institution. This is the tax identification number that is used on all federal tax forms. Look at your 1098 that has the information about the interest paid last year; it will have the number. All lending institutions have one, please don’t let them tell you otherwise.
  5. Even though I have not met the requirements for certification in my current position, am I still eligible to apply?
    Yes. All degree-holding members of the Acquisition, Logistics, and Technology Workforce are eligible to apply.
  6. What kind of loan documentation is acceptable?
    The loan documentation that needs to be provided may be screen shots and printed documents, downloaded from your account website. The information you upload must show your name, account number, outstanding balance, lending institution’s name, and ‘as of’ date.
  7. Can I enter more than one loan to be repaid?
    Yes, you can multiple loans totaling up to $10,000.
  8. I am currently receiving loan repayment money from my organization (or any other organization) am I still eligible to apply for ASC’s SLRP?
    Federal employees, by law, can only receive $10,000 per calendar year towards student loan repayment. As long as you are not receiving $10,000 per calendar year from the other organization, you may apply to USAASC’s SLRP for the difference between $10,000 and what you are currently receiving.
  9. Can I stop paying on my loan after I am accepted into the program?
    No, DO NOT stop your payments on your loan(s). If you default, we will not pay any money towards your loan. We pay in bi-weekly payments but it is mailed with a paper check so there may be delays. Please continue to pay as usual unless your lending institution specifically tells you to stop.
  10. What amount do I put in Line 2 of the Civilian Service Agreement?
    The amount of your outstanding loan balance (not to exceed $10,000).
  11. I was accepted in 2010 and my loan is still being paid on, should I use the amount paid so far to fill in the blanks or should I project everything as if the full amount has been paid?
    You should project everything as if the entire amount you were approved for last year has been paid out to your loan. If you are trying to project what you need to request, do so as if the full amount has been paid…do this for each item that asks for amounts owed/received.
  12. I made a mistake on my application but it's already submitted, can I change it?
    Yes, either Cory or I can open your application for you to make revisions, BUT we will only open it 2 times before you are removed from consideration for 2011 SLRP. This is a program with a lot at stake so you need to pay attention to detail and fill out the application carefully. If you need us to open your application, please send us an email stating so. We will let you know when it has been opened and then you may go in, make the changes, and resubmit it.

 

How RM Will Work the Funding

Additional information on receiving payment for Student Loan Repayment Program (SLRP):

  1. The funding for SLRP is posted online in the recipients AAPDS account via Military Departmental Purchase Request (MIPR) from USAASC. The recipient must print out the MIPR and take it to the gaining organization’s Resource Management (RM)/budget POC. The RM/budget POC will accept the MIPR and provide the recipient a form 448-2 (MIPR Acceptance) to be uploaded into AAPDS for USAASC’s records.
  2. The employee then provides a copy of their Civilian Service Agreement (CSA) to their Human Resource (HR) section/department or management chain and request an RPA to have a SF50 created. (Note for HR specialists/management: the nature of action code for block 5a of the RPA is NOAC “817” (Student Loan Repayment). Creation and routing of SF50s vary from organization to organization; the employee must coordinate within the frame work of his or her organization’s SF50 processing structure.
  3. CPAC faxes the SF50 and the CSA to Defense Finance and Accounting Service, Indianapolis (DFAS-IN): 1-866-401-5849 (toll free) 317-275-0354 (commercial) 510-366-0354 (DSN)
  4. Recommend that the employee provide a copy of the SF50 to their Resource Management Office (RMO), so it can be matched up with the Military Departmental Purchase Request (MIPR) previously given to the RMO.
  5. Note: At this time, DFAS is making payment by check – not Electronic Fund Transfers (EFTs) – for the student loan repayments.
