USAASC Deputy Director
COL William Boruff joined USAASC as its Deputy Director in July 2010. He supports the USAASC Director in successfully leading and operating USAASC in its mission of overseeing personnel, resource management, and career development of the Army acquisition workforce.
Prior to this position, COL Boruff served as the Commander, Defense Contract Management Agency, Combat Vehicles BAE York, from June 2006 to July 2009. While serving there, he deployed as Commander, DCMA Northern Iraq, from October 2007–July 2008. COL Boruff’s other acquisition career assignments include Contingency Contracting Officer, XVIII Airborne Corps, Fort Bragg, NC; Proponency Officer, Army Acquisition Executive Support Agency, Pentagon; Executive Officer to the Director, USAASC, Fort Belvoir, VA; and Assignment Officer, Acquisition Management Branch, U.S. Army Human Resources Command, Alexandria, VA.
Upon his graduation from the University of North Carolina–Pembroke as a Distinguished Military Graduate, COL Boruff was commissioned a Second Lieutenant in the Field Artillery and received a B.S. in accounting. Upon his promotion to Captain, he served in his basic branch in the Transportation Corps. Following his selection into the U.S. Army Acquisition Corps (AAC) in 1995, he earned an M.S. in business with a concentration in contracting and industrial management from the Florida Institute of Technology.
COL Boruff’s initial assignments include Ammunition and Firing Platoon Leader and Executive Officer, A Battery, 21st Field Artillery (Multiple Launch Rocket Systems (MLRS)), 1st Cavalry Division, Fort Hood, TX. Upon transition to the Transportation Corps, he served as Assistant Movement Control Officer, 101st Airborne, Air Assault, Division, Support Operations Officer, 626th Forward Support Battalion, S3, 801st Main Support Battalion and Commander and 594th Medium Truck Company, 101st Support Group, 101st Airborne, Air Assault, Division, Fort Campbell, KY.
His military education includes the Field Artillery Basic Course and MLRS Cadre Course, Transportation Corps Advance Course, Support Operations Course, the Air Command and Staff College Course, and U.S. Army War College Class of 2010. He is certified Level III in contracting and Level II in program management and is an AAC member.
COL Boruff’s awards and decorations include the Bronze Star medal with Oak Leaf Cluster, Defense Meritorious Service Medal, Meritorious Service Medal with three Oak Leaf Clusters, Joint Service Commendation Medal, Army Commendation Medal with three Oak Leaf Clusters, Army Achievement Medal with three Oak Leaf Clusters, Army Reserve Commendation Medal, National Defense Service Medal (2nd Award), South West Asia Service Medal, Saudi Arabian Kuwaiti Liberation Medal, Kuwaiti Liberation Medal, Armed Forces Services Medal, Army Service Ribbon, Overseas Service Ribbon, Parachute Badge, and Air Assault Badge. He has also been awarded the Department of the Army Staff Identification Badge. Additionally, COL Boruff was awarded the Secretary of the Army (SA) Excellence in Contracting Award for Outstanding Contingency Contracting Officer FY99 and the SA Acquisition Director of the Year for Excellence FY09.
