The U.S. Army Acquisition Support Center (USAASC) held the first 51C Non-Commissioned Officer (NCO) reclassification board on 30 November 2010 at Fort Belvoir, VA. It was administered by the 51C Proponent Office. The reclassification board consisted of members from the Defense Contract Management Agency, the Acquisition, Logistics and Technology – Integration Office, and the Army Contracting Command. The board was comprised of two Lieutenant Colonels, two Sergeants Major and one Master Sergeant. A total of 17 candidates were selected for reclassification.

The purpose of the board was to ensure the best qualified NCOs were selected for reclassification into Military Occupational Specialty 51C (Acquisition, Logistics and Technology Contracting NCO), which is part of the Army Acquisition, Logistics and Technology Workforce. The 51C NCOs primary mission is to deploy as contingency contracting officers and serve as members of the Early Entry Module contingency contracting team. When not deployed, selected NCOs will serve as contingency contracting officers in support of Headquarters, Principle Assistant Responsible for Contracting (PARC), Contracting Support Brigades, Contingency Contracting Battalions, and/or Installation Contracting Offices for training and mission support.

LTC Ellsworth K. “Kenny” Johnson III is the 51C Proponent Officer for the U.S. Army Acquisition Support Center. He holds a B.A. in psychology from the University of Virginia and an M.B.A. in systems acquisition management from the Naval Postgraduate School. He is Level III certified in Program Management, Level II certified in Contracting and Information Technology and Level I certified in Purchasing. He is also an Army Acquisition Corps Member.

MSG Jason Pitts is the 51C Proponent Non-Commissioned Officer (NCO) for U.S. Army Acquisition Support Center. He has an Associate’s Degree in general studies from Colorado Technical University. He is Level II accredited in Contracting. He was awarded the 2010 Assistant Secretary of the Army for Acquisition, Logistics and Technology NCO Award for Contracting Excellence.

Ms. Tammy Hughes is the 51C Acquisition Career Management Specialist for the U. S. Army Acquisition Support Center. She is currently pursuing a Bachelor’s Degree in business management at Strayer University. She is Level II certified in Program Management.
