The Congressional Operations Seminar has been conducted on Capitol Hill for more than 40 years to provide an in-depth understanding of the myriad forms of interaction between the executive and legislative branches. The course covers the theoretical foundations of the relationship between the branches and focuses specifically on the executive branch role in the Defense Acquisition System and policy, lawmaking process, the role of the Office of Management and Budget, congressional oversight of government programs, the role of the Government Accountability Office, how agencies interact with the Hill, and their areas of the relationship between the branches and the Defense Acquisition System.

The Congressional Operations Seminar application is an automated process using the Army Acquisition Professional Development System (AAPDS). To access AAPDS, please login to the Career Acquisition Management Portal, Once you login, click “Career Acquisition Personnel and Position Management Information System (CAPPMIS)”. Once in CAPPMIS, click the “AAPDS” tab, then select the “Apply” link for the Congressional Operations Seminar program announcement.
