The application period is now closed for the DCELP Class of 2013.

Applicants interested in applying for this program must submit their application in Army Acquisition Professional Development System (AAPDS).

To access AAPDS, login at the Career Acquisition Management Portal (CAMP) using the following link: and click on Career Acquisition Personnel and Position Management Information System (CAPPMIS). Once in CAPPMIS, select the “AAPDS” tab, then select the “Application Module” link. Click on “Apply” and the event entitled “2013 Defense Civilian Emerging Leader Program (DCELP).”

All required documents must be submitted in AAPDS. You must upload or type information into each section.

Nomination packet requirements include the following:

  • DCELP Application Form
  • Resume
  • Statement of Interest
  • Supervisor’s Assessment of Nominee’s Competency, Proficiencies and Leader Potential
  • Upload of current SF-50
  • Upload of CES Basic/Intermediate course completion (transcript or course completion certificate)
  • ACRB
  • Continued Service Agreement

You will also be required to sign a Continued Service Agreement, agreeing that upon completion of DCELP, you will serve in the Department of Defense three times the length of the program, or 3 years.
