Hot Topic #1: 2014 Chief Developmental Tester KLP Joint Qualification Board Army Selectees The Joint Qualification Board is a new concept to prequalify personnel as ready to fill a key leadership position (KLP) so that when a position is announced for hire or selection, there will be qualified candidates at the ready. Undersecretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)) Frank Kendall identified the chief developmental tester KLP as the first KLP to pilot the Joint Qualification Board process. Hot Topic #1: Naval Postgraduate School Master of Science in Program Management (NPS-MSPM) Program Announcement The Army Director, Acquisition Career Management (DACM) has the announced the offering of NPS-MSPM Program, class 836-161. The announcement opens Feb. 3 and closes March 17. This distance learning program is the premier Army DACM Office-funded master’s degree program, and offers an opportunity to earn an MS in program management on a part-time basis within a two-year timeframe. The Army Deputy DACM (DDACM) Office sponsors the NPS-MSPM Program and will fund the tuition and book costs. Hot Topic #1: Senior Rater Potential Evaluation (SRPE) In the August 2014 Army Director Acquisition Career Management (DACM) Hot Topics, the Army DACM Office highlighted the future intent to expand the use of the SRPE across the Army Acquisition enterprise on an annual basis. Steps have been taken to update the SRPE instructional documents. Hot Topic #1: 2015 University of Tennessee (UT) Aerospace and Defense MBA (ADMBA) Program The U.S. Army Acquisition Support Center (USAASC) Army Director, Acquisition Career Management (DACM) Office is pleased to announce the 2015 University of Tennessee (UT) Aerospace and Defense MBA (ADMBA) Program. This program offers an opportunity for eligible Army Acquisition Workforce members to complete coursework toward a master’s degree during duty time. Hot Topic #1: The Annual Senior Rater Potential Evaluation (SRPE) In November 2004, the Army director for Acquisition Career Management (DACM) spearheaded the implementation of the automated Senior Rater Potential Evaluation (SRPE) for the Army Acquisition Workforce (AAW) at grades GS-13 and above, including broadband equivalents. The directive was suspended in January 2005, but the SRPE remained a requirement for civilian AAW members applying for Centrally Selected List positions, Senior Service College and the Competitive Development Group/Army Acquisition Fellows program. SRPE has been very successful in ensuring equitable competition for these programs, and has also provided senior leaders with a tool to assess and identify leadership potential among their workforce. Hot Topic #1: Expanding the use of of the Senior Rater Potential Evaluation (SRPE) In 2003, the Army Director Acquisition Career Management (DACM) developed a new tool to manage the talent of the Army Acquisition Workforce (AAWF): the Senior Rater Potential Evaluation. The SRPE was designed to evaluate the potential of designated civilian employees to perform in positions of increased responsibility. In contrast to existing personnel appraisal systems, the SRPE predicts potential future performance; while the Total Army Personnel Evaluation System (TAPES) and the various personnel demonstration projects evaluate current performance and contributions to the mission.
