Should we advise SR’s to be careful to not give the Exceptional Potential rating unless they have a real superstar for an employee because this stays with them throughout their career as a SR?

It is incumbent upon the Senior Rater to manage his/her profile, limiting the utilization of “Exceptional Potential” block check to less than 50%. The SRs profile stays with the SR throughout his/her career.
