DACM Memorandum: Provides guidance on the designation, qualification, tenure agreements, and waivers for Critical Acquisition Positions (CAPs) and Key Leadership Positions (KLPs), in compliance with Department of Defense issuances and Department of the Army policies. It applies to Army Acquisition Workforce (AAW) and non-AAW professionals who are selected to occupy a CAP or KLP.
