Per statute and DACM Office policy, all Army Acquisition Workforce (AAW) civilian and military professionals are required to earn at least 80 hours of Continuous Learning Points (CLPs) at the end of each two-year Continuous Learning (CL) cycle. The purpose of CLPs is to ensure AAW professionals maintain currency and relevancy in their Acquisition Functional Area, enhance cross-functional and job-specific proficiencies, and build their leadership skills and technical expertise over the course of their career. The CAPPMIS Individual Development Plan (IDP) is the primary planning tool that allows AAW professionals to discuss, plan, and manage their continuous education, training, and/or special experience needed to meet the Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements of their position. The IDP is also used to plan CL courses or activities, request CLP credit, and track CLP balance to ensure the AAW professionals meet the goal of attaining at least 80 hours of CL during the two-year cycle.
- Continuous Learning Points (CLPs) may be awarded for completion of activities such as formal training/academic/education, informal learning, professional activities, and experience.
- The Army DACM strongly recommends that AAW professionals set a goal of earning 40 CLPs per year and follow the published glide path (10 CLPs per quarter) for accumulating CLPs. This glide path is available in CAPPMIS under the IDP tab (click on the CLP chart) or the DACM Policy Library at https://asc.army.mil/policies/.
- The start and end dates of the two-year CL cycle is the same for every AAW professional, beginning on October 1st of each even year and ending on September 30th of the following even year.
- AAW professionals will only be awarded CLPs during the two-year cycle in which the course or activity was completed or published. CLPs will not be awarded if the individual did not successfully pass or complete the course or activity.
- Failure to obtain at least 80 CLPs by the end of the two-year CL cycle may impact application eligibility or enrollment into DACM-sponsored programs and other AAW educational, training or developmental opportunities, including but not limited to the Defense Acquisition University – Senior Service College Fellowship (DAU-SSCF) Program, Leadership Excellence and Acquisition Development (LEAD) Program, and Student Loan Repayment Program (SLRP). It may also affect employment status, promotions and annual appraisals.
