When Frank Kendall, then-Acting Under Secretary of Defense for Acquisition, Technology, and Logistics, directed the cancellation of the Ground Mobile Radio (GMR) Program, the GMR Program Office needed to identify and ensure delivery of critical deliverables. The contract’s products, deliverables, and artifacts were essential to support the future acquisition of a Non-Developmental Item to meet operational requirements for a mid-tier networking radio with a lower cost and reduction in size, weight, and power.
