  • The Barbara C. Heald (Deployed Civilian) Award recognizes a deployed Army civilian (GS 1102 series) whose actions clearly demonstrate or embody those unique, outstanding qualities possessed by Ms. Heald. This includes making extraordinary commitment and sacrifices in the service of their country; demonstrated professionalism in contracting; and dedicated to selfless public service aimed at supporting the mission of the United States Army.
  • The Exceptional Support of the AbilityOne Program Award stipulates that each Army command, installation, activity, or individual nominated must meet one or more of the following five criteria to be selected: (1) number of supplies/services identified and referred for possible inclusion on the Procurement List; (2) number of jobs created for people who are blind or have other severe disabilities resulting from additions to the Procurement List; (3) dollar value of new additions to the Procurement List; (4) significant added usage of existing Procurement List items; and (5) other meritorious efforts in support of the AbilityOne Program may also qualify as the basis for the award.
  • The Outstanding Contract Specialist/Procurement Analyst Award recognizes an individual who has demonstrated outstanding achievements as a contract specialist or a procurement analyst; demonstrated ability to identify and overcome challenges; continuously sought self-development and leadership opportunities; and achieved innovation through initiative. Purchasing agents and Agency Program Coordinators for the Government Purchase Card (GPC) may also be nominated under this category.
  • The Contracting Professional of the Year Award recognizes any Army contracting professional (officer/DA civilian) who has clearly demonstrated accomplishments in terms of contract execution, contract management, and/or contractor support, as well as improvements in contract quality, compliance, and savings (contract or organizational).
  • The Contracting Noncommissioned Officer (NCO) of the Year Award recognizes the Army contracting NCO who has clearly demonstrated exceptional mission accomplishment, extraordinary and uncompromising professionalism in contracting, and true commitment to the personal and professional growth of the others within the contracting command and external to the command.
  • The Innovation in Contracting Strategies Award recognizes excellence by individuals and/or organizations in developing unique and innovative strategies to deliver world-class warfighting capabilities. This award highlights demonstrated, exceptional outside-the-box thinking and progress in tackling contracting challenges.
  • The Outstanding Grants/Cooperative Agreements/Other Transaction Agreements (OTA) Management Professional Award recognizes an individual who has demonstrated outstanding achievements as a Grants or Agreements management professional; demonstrated ability to identify and overcome challenges; continuously sought self-development and leadership opportunities; achieved innovation through initiative; and results made positive impacts.
  • The Mission Partner Award recognizes an individual or team that supports the Army Contracting Enterprise whose partnership and involvement was instrumental in delivering mission success.

OUTSTANDING CONTRACTING OFFICER AWARDS:

  • The Installation Level Contracting Office and/or Directorate of Contracting Award recognizes an individual at the installation level and or directorate of contracting office who demonstrates extraordinary achievements in completing the acquisition mission, using innovative approaches and furthering workforce development.
  • The Systems, R&D, Logistics Support (Sustainment) Contracting Award recognizes an individual at contracting organizations that support program and project managers in Headquarters, Department of the Army (HQDA), Army Commands, Army Service Component Commands, Direct Reporting Units and Program Executive Offices, including contracting organizations that primarily buy items that are acquisition category III and IV and have been transitioned to management by weapon systems managers at commodity commands.
  • The Specialized Services & Construction Contracting Award recognizes an individual who has contributed greatly to the contracting of identifiable tasks to be performed versus the delivery of an end item of supply (services) or support providing for the contracting of construction related efforts (construction). Provide unique support in other than installation-level or systems contracting. The award can include contracting in support of Science and Technology programs, command-wide or Army-wide support functions such as health or transportation services, or has a mission to buy non-standard supplies and services. This category also includes contracting for construction performed by the US Army Corps of Engineers.
  • The Contingency Contracting Award recognizes contracting officers from command nominees assigned to deployable contracting positions or who have deployed in support of an operation as defined by Title 10 U.S.C. during the qualifying period.

OUTSTANDING UNIT/TEAM AWARDS:

  • The Installation-Level Contracting Office – Directorate of Contracting (DOC) Award recognizes a unit or team at the installation level contracting office (center or DOC) that demonstrates extraordinary achievements in completing the acquisition mission, using innovative approaches, and furthering workforce development.
  • The Systems, R&D, Logistics Support (Sustainment) Contracting Award recognizes a unit or team that contributes greatly to the contracting for systems, research and development (R&D) and sustainment of weapon systems at contracting organizations that support program and project managers in the HQDA, Army Commands, Army Service Component Commands, Direct Reporting Units and Program Executive Offices, including contracting organizations that primarily buy items which are Acquisition Category III and IV and have been transitioned to management by weapon systems managers at commodity commands, including support to performance-based logistics contracts, repair and maintenance contracts, and the procurement of repair parts; uses innovative procedures to maximize supply availability or system readiness rates.
  • The Specialized Services and Construction Contracting Award recognizes a unit or team that contributes greatly to the contracting of identifiable tasks to be performed versus the delivery of an end item of supply (services) or support providing for the contracting of construction related efforts (construction). The unit or team provides unique support in other-than-installation-level or systems contracting. The unit or team’s work can include contracting in support of science and technology programs, command-wide or Army-wide support functions such as health or transportation services, or a mission to buy nonstandard supplies and services.  This category also includes contracting for construction performed by the Army Corps of Engineers.
