For the E-5 Soldiers, what happens as far as the promotion, is it after the class and the Soldier has been awarded the new MOS?

Upon completion of the Army Acquisition Transition Course, Soldiers in the grade of E-5 (Sergeant) are promoted to Staff Sergeant once the S1 has taken the appropriate steps to submit the PAR to HRC for promotion.
