ACQUISITION AWARDS 

The Army Director, Acquisition Career Management (DACM) Office is accepting nominations for the Defense Acquisition Workforce Awards for the Army Acquisition Hall of Fame.

The recognize acquisition professionals and teams who made significant contributions across the department to build enduring advantages and preserve our competitive edge. Nominations will be accepted in five categories:

  • David Packard Excellence in Acquisition
  • Individual Achievement
  • Workforce Development Innovation
  • Flexibility in Contracting
  • Software Innovation Team Achievement

Army nominations must be submitted to the DACM Office no later than June 30.

The Army Acquisition Hall of Fame recognizes and honors former members of the Army Acquisition Workforce (AAW) who have made significant and enduring contributions in support of the Army acquisition community. Nominations for the Army Acquisition Hall of Fame are open to all former AAW personnel, both military and civilian, who are now separated or retired after a minimum of 20 years of federal service. The deadline for nomination submissions is Tuesday, June 13.

DIGITAL DATA LEADERS AT CARNEGIE MELLON UNIVERSITY

The Army DACM Office has coordinated an in-person, weeklong, Digital Data Leaders (DDL) course at Carnegie Mellon University (CMU) in Pittsburgh for general officer/Senior Executive Service, Col./GS-15 and Lt. Col./GS-14 leaders of leaders. The course assists Army leadership in the development of a robust enterprise data management capability to improve decision-making to better support the mission of the U.S. Army. The course includes topics such as data management, data science, decision-making, emerging technology, change management, data privacy and security. Attendees will earn a certificate in Data Driven Leadership and 40 Continuous Learning Points.

Allen Waldran, associate director of the Prototype Integration Facility at the DEVCOM Aviation and Missile Center’s Software, Simulation, Systems Engineering and Integration Directorate, said the course helped him understand how data is stored, accessed and used. “Data has become so ingrained in what we do each and every day that we often take it for granted. This training reinvigorates the subject and highlights how far the science has come and describes in great detail how far, and how quickly, it will advance in the future.”

Class 012: 7-11 August
Class 013: 21-25 August
Class 014: 11-15 September
Class 015: 25-29 September

Registration for CMU DDL is managed via the Army Internet Training Application System (AITAS) at https://www.atrrs.army.mil/Aitas. AITAS is a CAC-only system. You must use a CAC-enabled computer to access the application. If you do not have an existing AITAS user profile, you will be prompted to create one.

After your AITAS user profile has been created, or updated, register for the class by navigating to My Career > Search for Training. In the search box, type CMU, click on CMU DDL – Digital Data Leader and then click on “Find Available Classes.” You will then click on “Show Classes” and click on the “Apply” button for the class you want to attend. You will receive automated emails from AITAS as your application moves through the registration process.

Applications will be prioritized by rank/grade as follows:
GO/SES = Priority 1
COL/GS-15 = Priority 2
LTC/GS-14 = Priority 3

Applicants may see a lower priority on their application when they apply; however, priority levels will be reviewed and updated when the application is processed.

Each class has a maximum capacity of 35 students. It is possible that a lower priority student could be bumped, up to one week before the class start date, if the seat is needed for a higher priority student. Classes showing with “available seats” do not guarantee that you will receive a reservation. Seats are allocated by rank/grade and some seats are reserved for a specific group of students.

Applicants who receive a confirmed reservation will receive course information from Carnegie Mellon University instructors approximately one week before the class start date.

ACQUISITION EDUCATION, TRAINING, AND CAREER DEVELOPMENT OPPORTUNITIES

DEFENSE CIVILIAN EMERGING LEADER PROGRAM – CLOSING SOON FOR APPLICATIONS! 

The fiscal year 2024 Defense Civilian Emerging Leader Program (DCELP), Cohort 18, will close for applications on May 10. The program develops emerging leaders at GS-07 through GS-12 and equivalent broadband levels. Participants take part in reflection exercises, leadership assessments, mentoring, coaching, team and individual presentations, and much more. Cohort 18 is the fiscal year 2024 cohort for members of the DOD acquisition workforce and will provide excellent opportunities for participants to network with other emerging acquisition leaders from across DOD.

SENIOR ENTERPRISE TALENT MANAGEMENT AND ENTERPRISE TALENT MANAGEMENT (SETM / ETM)

 SETM and ETM are civilian leader talent management programs for GS-12 through GS-15 and equivalent employees. Administered by the Civilian Human Resources Agency Army Civilian Career Management Activity (ACCMA), SETM/ETM prepares participants for positions of greater responsibility in the Department of the Army through advanced senior-level educational and experiential learning opportunities. SETM/ETM consists of eight modules, and applicants may apply for one or more modules for which they are qualified.

Selection for SETM/ETM modules is linked to an applicant’s past and present duty performance, potential for leadership and career progression and the needs of the Army. Commanders, supervisors, general officers/Senior Executive Service members and human resource directors at all levels should support the SETM/ETM application of candidates who represent the “best of the best”—high-performing senior civilian leaders with outstanding potential for assignment to positions of greater responsibility and impact across the Army.

To apply, Army civilians can log into the ACCMA Talent Development application portal at https://civilians.army.mil/TalentDev. The SETM/ETM application cycle is open through May 15.

Instructions on how to apply are available on the portal. Applications submitted in the SETM portal will generate an email to the first-line supervisor and first general/flag officer or SES in the chain of command for endorsements. The DACM Office is only a SETM/ETM liaison for the Army Acquisition Workforce and must coordinate with their commands and the ACCMA talent development portal to apply to SETM or ETM.

DOD PRODUCT SUPPORT MANAGER MANDATORY TRAINING REQUIREMENT

On April 10, Lisa P. Smith, the deputy assistant secretary of defense for Product Support and the Life Cycle Logistics Functional Area leader, signed a memorandum titled “DOD Product Support Manager (PSM) Mandatory Training Requirement”.

Attendance in DAU’s “LOG 4650V Executive Product Support Manager’s Course” is mandatory for assigned DOD PSMs for all Acquisition Category (ACAT) I Major Defense Acquisition Programs (MDAP), ACAT II programs, and former ACAT I and II programs that are post-initial operating capability (post-IOC) or no longer have a program manager reporting to a service or component acquisition executive. Individuals assigned to PSM positions are expected to complete the course within 24 months of assignment, although completion of this course should not be used to disqualify an individual from being assigned as a PSM.

While not mandatory for ACAT II and ACAT IV PSMs, ACAT II and ACAT IV PSMs may apply to attend LOG 4650V as lower priority applicants. Additionally, other defense acquisition personnel performing in PSM-related positions are encouraged to apply if they are DAWIA certified Advanced in life cycle logistics and assigned to an acquisition coded position.

DAU INFORMATION 

It is important that students and supervisors ensure their user profile data in the Army Internet Training Application System (AITAS) is current before applying. The home address and work location on the user profile determines the cost-effective location and funding decisions. The student and supervisor email addresses on the user profile are used to send all system-generated emails about the status of the application. User emails should reflect the student’s work email address. Guidance on how to update your user profile may be found on page 4 of the AITAS 2.0 Quick Start Guide. 

 

FY24 DAU TRAINING SCHEDULE

Except for executive-level courses, the fiscal year 2024 DAU training schedule will be released, and open for registration, on a quarterly basis on the following dates:

Q1: 11 July 2023
Q2: 3 Oct 2023
Q3:  9 Jan 2024
Q4:  2 Apr 2024

The entire fiscal year’s schedule will be released and open for registration on July 11, 2023 for those courses.
