BACK-TO-BASICS UPDATE

 

ACQUISITION CORPS MEMBERSHIP

 By now you have heard that the 2020 National Defense Authorization Act eliminated the Acquisition Corps-   not quite in the way that might immediately come to mind, but as it relates to name and membership. Our community has seen these impacts in many ways. First, the U.S. Code removed any mention of “Acquisition Corps” and replaced it with text that included “Critical Acquisition Position(s)” (ref: 10USC§1731), “The Acquisition Workforce” (ref: 10USC § 1733) and others. In addition, we have seen in the latest DODI 5000.66 that in its paragraph, “Summary of Change 3,” detailed an update to statutory changes by replacing the “Defense Acquisition Corps” with the “Defense Acquisition Workforce” (ref: DODI 5000.66, July 27, 2017, Change 3, March 25, 2022 – Para 1.3(b)).

We’ve also seen changes that affect workforce team members a bit more personally. Not only will there no longer be any new members in the Acquisition Corps, but those who have attained membership will see this removed from their Acquisition Career Record Brief (ACRB). While some have expressed general concern when competing for promotions, boards and broadening opportunities, it is important to remember that no one has Corps Membership annotated on their ACRB. Not having Corps Membership on an ACRB will not disadvantage a team member in any way. The good news is that Corps Membership or even previous DAWIA levels of certification are perfect for a resume or other areas of an application. ACQUISITION EDUCATION, TRAINING AND CAREER DEVELOPMENT OPPORTUNITIES

 

 ​​FY23 DEFENSE CIVILIAN EMERGING LEADER PROGRAM – APPLICATION PERIOD CLOSING MAY 24!

 The FY23 Defense Civilian Emerging Leader Program (DCELP), Cohort 16, will close for applications later this month. DCELP develops emerging leaders at GS-07 through GS-12 and equivalent broadband levels. The program combines community-based learning, guest speakers, group projects, coaching and other activities. Cohort 16 is the FY23 cohort for members of the DOD Acquisition Workforce and will provide excellent opportunities for Army Acquisition participants to network with other emerging acquisition leaders from across DOD. CLOSING SOON – THE SENIOR ENTERPRISE TALENT MANAGEMENT (SETM) AND ENTERPRISE TALENT MANAGEMENT (ETM) PROGRAMS

 The application window for the SETM and ETM programs closes on May 15. These Army talent management programs are designed to produce senior civilian leaders with an enterprise perspective and the potential to serve in positions of increasing levels of responsibility. A variety of exceptional professional development, senior-leader education and experiential learning opportunities are available for eligible candidates at GS-12 through GS-15 (and equivalent pay bands). OPEN NOW THROUGH JUNE 3 – NAVAL POSTGRADUATE SCHOOL (NPS) SYSTEMS ENGINEERING NON-RESIDENT MASTER’S DEGREE PROGRAM (MSSE) WITH A SYSTEM OF SYSTEMS FOCUS

 The U.S. Army Acquisition Support Center (USAASC) Army Director, Acquisition Career Management (DACM) Office is pleased to announce the offering of the Naval Postgraduate School (NPS) Systems Engineering Non-Resident Master’s Degree Program (MSSE) With a System of Systems Focus (Cohort 311-231G) Program. The Army DACM Office is the sponsor of the NPS-MSSE Program and will fund the cost of tuition and books. Graduation and travel expenses are not included in the funding. COMING SOON!  INSPIRING AND DEVELOPING EXCELLENCE IN ACQUISITION LEADERS FY23

 The Inspiring and Developing Excellence in Acquisition Leaders (IDEAL) program for FY23 opens for applications on June 1. IDEAL targets new and emerging supervisors who are seeking to refine their leadership skills or develop them in preparation for a supervisory or leadership position. Applicants must be Civilian Army Acquisition Workforce members, GS-12 or -13 (or broadband equivalent) and must meet DAWIA certification requirements. The application period will close on August 3. WHAT’S NEW

 

 DEPARTMENT OF DEFENSE INSTRUCTION (DODI) 5000.66, CHANGE 3

Office of the Under Secretary of Defense for Acquisition and Sustainment signed Change 3 to the DODI 5000.66 which establishes policies, assigns responsibilities and provides procedures for the conduct of the Defense Acquisition Workforce (AWF) Education, Training, Experience and Career Development Program. This document also integrates AWF strategic human capital management planning and budgeting efforts with AWF Program initiatives as required by statute and DOD instruction.

DEPUTY PROGRAM EXECUTIVE OFFICER AND DEPUTY PROJECT/PRODUCT MANAGER TRAINING REQUIREMENTS POLICY

The Army DACM recently signed this policy, which outlines the Defense Acquisition University (DAU) training courses that all Deputy Program Executive Officers (DPEOs) and Deputy Project/Product Managers (DPMs) must attend and complete before occupying their positions.

51C NON-COMMISSIONED OFFICER (NCO) ATTENDANCE AT THE 51C ADVANCED LEADERS COURSE AND SENIOR LEADERS COURSE

Establishes policy for non-commissioned officer (NCO) attendance at the Military Occupational Specialty (MOS) 51C Advanced Leaders Course (ALC) and the 51C Senior Leaders Course (SLC). It applies to all Active Component, U.S. Army Reserve and Army National Guard NCOs in Career Management Field (CMF) 51.

VERIFYING DATA ON YOUR ACQUISITION CAREER RECORD BRIEF 

If you have transitioned to and are receiving emails to your army.mil email address, please ensure your email address is current on your Acquisition Career Record Brief in CAPPMIS. Access and edit your ACRB email address through the CAMP/CAPPMIS portal at: https://apps.asc.army.mil/camp/. Once you are logged in with your CAC, click on CAPPMIS on the navigation bar, click on the ACRB tab and then the “Edit ACRB” tab. Click on Section IV– Personal, edit the email address and press “Save.”  If you have any questions regarding your ACRB, please submit a WMI Help Request within the CAMP system and an acquisition career manager will reply to your inquiry.
