ACQUISITION EDUCATION, TRAINING AND CAREER DEVELOPMENT OPPORTUNITIES

NOW OPEN FOR PERMANENT GS-14/15 CIVILIANS – DAU SENIOR SERVICE COLLEGE FELLOWSHIP

 The Director, Acquisition Career Management (DACM) Office is now accepting applications for the Defense Acquisition University Senior Service College Fellowship (DAU-SSCF) program through Jan. 20, 2023. The DAU-SSCF program is a 10-month educational senior leadership development opportunity sponsored by the DACM. DAU-SSCF is conducted by the DAU through the Huntsville, Alabama, Picatinny Arsenal, New Jersey and virtual seminars. The virtual seminar is an excellent SSC/SSCF option for any interested and eligible acquisition workforce member located outside of Huntsville and Picatinny. The purpose of DAU-SSCF is to provide leadership and acquisition training to prepare senior level civilians for leadership roles such as product and project manager, program executive officer, and other key acquisition leadership positions to include contracting. The DAU-SSCF program is also approved as a Military Education Level-1 (MEL-1) Senior Service College equivalent. Effective for fiscal year 2023 O6/GS-15 centralized selection list (CSL): MEL-1 is required before assumption of command. DAU-SSCF is the only civilian fellowship approved by the Army.

THE DACM OFFICE IS LOOKING FOR DEVELOPMENT ASSIGNMENT OPPORTUNITIES

The Army DACM Office is seeking developmental assignment opportunities for our Leadership Excellence and Acquisition Development (LEAD) program participants. Visit our LEAD Developmental Assignments Solicitation page to submit. You are welcome to submit more than one opportunity. At the time of submission, please be prepared to provide the following information:

  • Position Path (program management (PM) or digital technology (DT))
  • Position Series and Grade
  • Position Description
  • Position Title

These positions should be:

  1. Commensurate with assistant program manager (APM) duties

– NH-III/NH-IV levels
– Nine months in length
– Developmental in nature (Note: selected organizations will provide supervisory/managerial oversight)

  1. Commensurate with digital technology (DT) position duties (i.e., cyber, artificial intelligence, human systems integration (HSI), space and/or information technology (IT))

– NH-III/NH-IV levels
– Nine months in length
– Developmental in nature (Note: selected organizations will provide supervisory/managerial oversight)
and/or

  1. A quick experiential shadow opportunity either within the Command/Program Executive Office (PEO) or via a partnership with an Industry and/or Federal business partner that is focused on one of the aforementioned digital technology disciplines. Target experience duration: 1-3 weeks in length. Temporary duty assignment (TDY) may be authorized.

Note: Submission of an assignment for consideration does not guarantee fulfillment. These opportunities will be provided to the LEAD participants for consideration, as they build their program management experiential ladder, as follows:

  • Phase I: 9-month developmental assignment, at LEAD participant’s home station; April – December 2023
  • Phase II: 6-month Pentagon Building detail; January – June 2024
    Phase III: 9-month developmental assignment, at LEAD participant’s home station; July 2024 – March 2025

The LEAD program is the premier 24-month leadership development program offering expanded training through a series of education, leader development and broadening assignments to build skills required for positions of greater responsibility. Managed by the USAASC Army DACM Office, the program is designed to enhance the leadership acumen of the Army’s civilian acquisition workforce. LEAD participants are provided centrally funded leadership training and developmental assignments within the Army acquisition community.

PREPARE EARLY – FY25 CENTRALIZED SELECTION LIST APPLICATIONS 

If you’re thinking about applying to a fiscal year 2025 Army Acquisition centralized selection list (CSL) position, early preparation is encouraged. The application window is tentatively scheduled to open on Feb. 22, 2023. The purpose of the CSL process is to select the best-qualified individuals (Col./GS-15 and Lt. Col./GS-14) for specifically identified acquisition command and acquisition key billet positions to meet the needs of the Army acquisition enterprise.

BE PART OF THE LEADERSHIP WAVE – FY23 ACQUISITION LEADERSHIP CHALLENGE PROGRAM 

Hop aboard and ride the leadership wave through a substantial leadership development seminar series known as the Acquisition Leadership Challenge Program (ALCP). All seminars are a teambuilding and practical guide to assist overall leadership and diversity development in organizations. These short 2-to-2.5-day self-reflective leadership trainings are a quick and easy way to take a pause from your actual work and spend some time working on your self-development.

The foundation of the ALCP is self-awareness as the key to both leadership and diversity development. This key creates an innovative culture by helping to understand each individual’s personal preferences and behaviors and how someone not only interacts with their co-workers, but how they are viewed by others. This approach includes addressing people’s unconscious biases to help them discover new approaches to doing things and emphasizes the strength and power in accepting individual differences to produce a stronger “whole.”

ALCP training helps to ensure people can communicate with their supervisors through a common language. It also helps develop leaders who value individual styles and behaviors, creating a leadership corps more capable of critical thinking and problem solving, teamwork and collaboration, and creativity and innovation.


Applications are being accepted until Dec. 15 to the fiscal year 2023 Acquisition Leadership Challenge Program (ALCP).

FISCAL YEAR 2023 ARMY ACQUISITION WORKFORCE STANDARDS

On Oct. 21, the Army DACM signed a memorandum addressing Army Acquisition Workforce (AAW) standards. This memo is published at the start of every fiscal year and outlines the standards that the Army Acquisition Executive has set for AAW professionals and their parent organizations to achieve, in order to comply with Defense Acquisition Workforce Improvement Act (DAWIA) statutory requirements and Director, Acquisition Career Management (DACM) policies. 

CONTINUOUS LEARNING POINTS POLICY AND IMPLEMENTATION GUIDELINES FOR THE ARMY ACQUISITION WORKFORCE 

On Oct. 31, the DACM, Rob Richardson, signed an updated memorandum regarding the continuous learning points (CLP) policy and implementation guidelines for acquisition professionals. AAW professionals are required to attain a minimum of 80 CLPs by the end of the two-year CL cycle. The current two-year CL cycle began on Oct. 1 and ends on Sept. 30, 2024. Continuous learning is necessary to ensure AAW professionals remain current in their primary Functional Area (FA), cross-functional proficiencies, and leadership and management skills. AAW professionals who are not certified for their current acquisition position, should concentrate on obtaining DAWIA certification and may count certification training toward CLPs.

You can keep track of your points through your Individual Development Plan (IDP). The IDP may be used to plan continuous learning courses or activities, request CLP credit and track your CLP balance. All DACM policies can be found in our Policy Library.

On Sept. 2, the Army Acquisition Functional Leader for the Business-Cost Estimating (BUS-CE) Functional Area, signed a memorandum titled “Recommended Continuous Learning Points for the Business-Cost Estimating Acquisition Career Field.” The memo provides recommended fiscal year 2023-24 CLP and credentialing guidance to the Army’s BUS-CE workforce. This guidance is effective for the current two-year CL cycle, which runs through Sept. 30, 2024.

This guidance is effective for the current two-year Continuous Learning cycle, which runs through Sept. 30, 2024. These training opportunities may also be found in your Individual Development Plan (IDP) within your CAPPMIS profile.
